Jacob I would give the council officer a call, best to be on side.
There are a few interpretations of whats being said in that letter and they have not asked you to stop. You may be able to be noisy in hours that your neighbors are out?
I would knock on their doors and talk to them. Let them know that things will get quieter once you start putting it back together.

Hey Mitchell
yehh I gave her a call she was lovely explained to her that I go to school 5 days a week and work weekends and after school so I have very limited time to work on the car so its not like im working on it 24/7
but we have had trouble with these neighbours all our life just oldies that have nothing better to do and dont like kids and noise if the footy goes into there yard its never to be seen again just that kind of person :)

That sucks about your neighbours mate, some people are just whingers. Its always on my mind as well, how long before I get a letter like that. oh well you've told them your situation and your not breaking the law, so hook in!

look into the rules regarding noise , its no different to a builder building a house or major construction hammering rocks apart .. just move what your doing closer to there fence or start playing lady gaga or creed really loud to mask the grinding

hey Jacob,

Good to see you're going about this the right way..

I have a council letter like yours proudly hanging up my shed..

The price I paid when building the 8Ball DC..

To avoid a fine , its now noisy tools down at 8pm..

Wasnt totally surprised to get the letter though..
Using a grinder for 3 nights in a row at 1am may be considered inconsiderate.

Cheers Tony
